Jim Welsh is an experienced northern operations specialist, Deputy Conservation Officer, and Sergeant with the Canadian Rangers, based in Whitehorse, Yukon. With a strong background in wilderness safety, Arctic expedition travel, and wilderness training, Jim is a trusted voice in advancing northern innovation and resilience.

As the Representative for the Arctic Training Centre, he is helping establish Yukon as a hub for Arctic training, technology, and cultural exchange. His career includes leading sovereignty patrols across the High Arctic, coordinating large-scale outdoor training programs, and developing curriculum such as Yukon’s Hunter Education Program and Dangerous Wildlife Courses. Jim has worked closely with governments, First Nations, military units, and international partners to build collaborative approaches to security, environmental stewardship, and land-based knowledge transfer.

Known for his love of exploration and the outdoors, Jim brings both professional expertise and personal passion to the development of northern-led models for Arctic innovation.
